As River prepares to enter the latest of many surf competitions, Xe also encourages Sunshine to enter. Although Sunshine’s just a beginner at surfing, River’s been training her for a while and now feels Sunshine’s ready to compete for the first time. With plenty of encouragement from both River and Scarlett, a fretful Sunshine decides to give it a try and off they go! Once they arrive at the beach, however, they discover to their dismay that Sunshine won’t be able to compete after all.

The contest has a “locals only” rule, which says only skunks who live near the beach where the competition takes place can participate. By and large, the only skunks who live near this beach are Blues, so is Sunshine being excluded because of her fur color or because of her address? It’s hard to tell, but River’s so disgusted that Xe decides not to compete either and is ready to go home. Sunshine feels awful. She doesn’t want River to miss out on the competition just because of how she herself is being treated, so Sunshine comes up with a plan. Covering herself head-to-paw in blueberry snow cone syrup, Sunshine-in-disguise tricks the organizer into letting her compete. And once Sunshine’s finally out on the waves she does great, but then a huge wave washes away the syrup, exposing her ruse.

When Sunshine gets disqualified as a result, a defiant Scarlett has had enough! Inventing a technicality on the spot to insert herself into the competition, Scarlett immediately hits the waves even though she’s a not a Blue Skunk, she’s not a local resident, and she doesn’t even know how to surf at all! Scarlett quickly finds herself in over her head, literally, out in the ocean and some Blue Skunks rush out to rescue her. All the Blue skunks end up wiping out and it’s Sunshine who manages to reach her friend first, using her surfing skills as part of the rescue! The Blue Skunk organizer of the event, humbled by Sunshine’s heroism and obvious surfing prowess, sees the error of her ways, promising that this tournament will never be “locals only” ever again.
